The guide gives you the background and information on the current issues in local government to inform your campaigning and prepare you for office. It is important for the public reputation of local government that local campaigning portrays a fair and accurate picture of the role of local councils and the policy issues of the day.
The guide has four parts: Governance in Wales, Governance of Local Councils, Local Government Services and What is Expected of Me? These will give you information on the national framework, the business and services of local councils and an idea of the expectations placed on councillors.
In addition, many important documents are included on this CD and may be found through clicking on the titles within text or on the links found at the end of each section. You are encouraged to read these to ensure you are fully briefed about your potential future role.
Each section ends with further information that provides references for reading and website links for relevant organisations. We encourage you to take advantage of the information included here. Website links will require you to be connected to the internet.
As a candidate you need to:
- Brief yourself properly prior to campaigning
- Check the currency and validity of facts you may wish to quote
- Be clear about the role and powers of your council when making manifesto pledges
- Be realistic about the possibilities for change and improvement when making manifesto pledges
- Avoid damaging the reputation of the council by making unfounded or sensationalist comments

What is the WLGA?
The primary purposes of the WLGA are to promote better local government, its reputation and to support authorities in the development of policies and priorities which will improve public services and democracy. It represents the 22 local authorities in Wales, with the 4 police authorities, 3 fire and rescue authorities and 3 national park authorities as associate members.
The WLGA is a political, representative organisation, with all 22 councils playing a full and active role, with key activities conducted by and mandate provided through the 22 Leaders and 79 WLGA Council members. Further useful information is available on our website www.wlga.gov.uk.
Electoral regulations and procedures guidance is available from the Electoral Commission www.electoralcommission.gov.uk. The Commission encourages people to take part in the democratic process, promotes public awareness of electoral matters, and regulates political parties.
